Three charged under Operation Percentile - Orana Mid Western PD

Two men and a woman will face court, charged during a police operation in the state’s Orana region yesterday.
NSW Police Force Operation Percentile is a proactive operation using an intelligence-led approach to identify and disrupt repeat retail crime offenders, with the focus of yesterday’s operation being Dubbo’s CBD.
From 6am – 7pm Thursday 20 November 2025, a team of 10 police officers conducted foot and bicycle patrols in the city’s centre, liaising with owners and staff at major retail outlets in response to an increase in retail theft offences.
Commander of Orana Mid Western Police District, Superintendent Tim Chinn said officers had received overwhelmingly positive feedback from the public as a result of the operation.
“Operation Percentile has not only delivered strong results - it’s also clear local shop owners and retail operators in Dubbo’s CBD are hugely supportive of this high-visibility police presence,” Supt Chinn said.
“This is about our officers using proactive, high-visibility measures to back our business community and make safety the number-one priority.
“We urge retail operators to report any retail theft offences or other criminal activity to their local police station or Crime Stoppers on 1800 333 000.”
Incidents of note include:
- About 11.30am on Thursday 20 November 2025, officers arrested a 39-year-old man on Macquarie Street, Dubbo. He was taken to Dubbo Police Station and charged with possess prohibited drug, stalk/intimidate intend fear physical etc harm (personal), and common assault. The man was refused bail and will face Dubbo Local Court today (Friday 21 November 2025).
- About 7pm on Thursday 20 November 2025, officers arrested a 22-year-old man at an address in Dubbo. He was taken to Dubbo Police Station and charged with seven counts of shoplifting. The man was granted conditional bail to face Dubbo Local Court on Wednesday 14 January 2026.
- About 4.40pm on Thursday 20 November 2025, officers arrested a 26-year-old woman on Macquarie Street, Dubbo. She was taken to Dubbo Police Station and charged with shoplifting. The woman was granted conditional bail to face Dubbo Local Court on Wednesday 14 January 2026.
During the operation, police also:
- Issued 18 Field Court Attendance Notices (15 for shoplifting, one for learner driver drive unaccompanied, one for possession of a knife in a public place and one for threaten retail employee),
- Issued one Criminal Infringement Notice for shoplifting,
- Formally cautioned a young person under the provisions of the Young Offenders Act for shoplifting,
- Conducted 12 person searches,
- Conducted one vehicle search,
- Issued 13 move-on directions,
- Carried out three business inspections, and
- Issued 18 banning notices.
Additional arrests are anticipated as a result of Operation Percentile.
Further operations are expected to roll out in the near future.
