Four charged under Operation Percentile - Orana Mid Western PD

Two men and two women have been charged during a police operation in the state’s Orana region this week.

NSW Police Force Operation Percentile is a proactive operation using an intelligence-led approach to identify and disrupt repeat retail crime offenders, with the focus of this week’s operation being Dubbo’s CBD.

From 7am – 7pm Wednesday 3 December 2025, a team of eight police officers conducted foot and bicycle patrols in the city’s centre, liaising with owners and staff at major retail outlets in response to an increase in retail theft offences.

Commander of Orana Mid Western Police District, Superintendent Tim Chinn said this week’s operation follows an earlier operation, held on Thursday 20 November 2025, which was well received by locals and the business community.

“Our team of officers conducting both high-visibility and plain-clothed patrols in Dubbo’s CBD last month received an overwhelmingly positive response from the public,” Supt Chinn said.

“The compelling results we are seeing from Operation Percentile shows just how important it is for our local shop owners and retail operators to feel safe and able to conduct business as usual.

“We urge retail operators to report any retail theft offences or other criminal activity to their local police station or Crime Stoppers on 1800 333 000.”

Incidents of note include:

  • About 3pm, a 21-year-old man was arrested on Macquarie Street, Dubbo and taken to Dubbo Police Station, where he was charged with break and enter house etc steal value less than or equal to $60,000, and in dwelling steal and break out value less than or equal to $60,000. He was refused bail to appear before Bail Division Court 4 yesterday (Thursday 4 December 2025) where he was formally refused bail to appear before Dubbo Local Court on Wednesday 12 December 2025.
  • About 8am, a 29-year-old man was arrested on Erskine Street, Dubbo and taken to Dubbo Police Station, where he was charged with larceny and breach of bail. He was refused bail and faced Bail Division Court 4 on Wednesday 3 December 2025.
  • About 1pm, a 50-year-old woman was arrested Orana Mall, Dubbo and taken to Dubbo Police Station, where she was charged with three counts of shoplifting and possess prohibited drug. She was granted conditional bail to appear before Dubbo Local Court on Wednesday 14 January 2026.
  • About 5:25 pm, a 28-year-old woman was arrested on Macquarie Street, Dubbo and taken to Dubbo Police Station, where she was charged with shoplifting and breach of bail. She was refused bail to appear before Bail Division Court 4 yesterday (Thursday 4 December 2025).

During the operation, police also:

  • Issued six Field Court Attendance Notices for larceny, one for drive whilst disqualified (second offence) and driver state false name, and one for breach of bail,
  • Issued three criminal infringement notices and one formal warning for larceny,
  • Conducted 12 person searches,
  • Conducted one vehicle search,
  • Issued 10 move-on directions,
  • Issued 14 banning notices,
  • Conducted four business inspections, and
  • Conducted one ADVO compliance check.

Investigations under Operation Percentile continue.
