Master Licences

Master licences are required for any business that engages in CAPI activities including Process Serving, Debt Collection, Repossession of Goods, Surveillance of Persons and Investigation of Persons.

Master licences cannot be transferred.

Authority conferred by licence

This Master licence authorises the licensee to carry on CAPI business activities ONLY in the activity to which the licence relates.

Class of Licence

  • Class 1 - employing nil licensed operators (individual or corporation owner/operator)
  • Class 2 - employing 1 to 10 licensed operators
  • Class 3 - employing more than 10 licensed operators

Class 1

Authorises the licensee to be self-employed and to carry on Commercial Agent and/or Private Inquiry Agent activities provided the licensee holds both a master and operator licence relevant to those activities.

Class 2

Authorises the licensee to employ (not subcontract) one or more, but not more than 10, licensed operators to carry on Commercial Agent and/or Private Inquiry Agent activities provided the licensed operators hold the appropriate licence relevant to those activities.

Class 3

Authorises the licensee to employ (not subcontract) more than 10 licensed operators to carry on Commercial Agent and/or Private Inquiry Agent activities provided the licensed operators hold the appropriate licence relevant to those activities.

New Applicants

Obtain and complete an application package for an 'Individual Master Licence' (if you are an individual who is running your own business) or a 'Corporation Master Licence' (if you are a corporate entity). Application packages are available from the NSW Police website.

Current licence holders

  • A courtesy reminder letter and application package will be sent approximately 8 - 10 weeks prior to the expiry of your licence. It is important to maintain up-to-date address details with the Security Licensing & Enforcement Directorate. Incorrect address details may lead to delays in renewing your licence.
  • Identify the activity(ies) of the licence you wish to apply for.
  • Individual Master licence holders will be required to provide evidence of their authority to work in Australia.
  • Individual Master licence holders will be required to have their fingerprints taken. This requirement does not apply to Corporate Master licences.
  • Include payment of the full licence fee, either by cheque, money order or credit card (Visa or MasterCard). CASH is not accepted.
  • Post your application to the Security Licensing & Enforcement Directorate (SLED), Locked Bag 5099, Parramatta, NSW, 2124. All applications must be sent by mail. The SLED does not have facility for personal lodgement and facsimile copies are not accepted.
  • Provide a certified copy of the 'Certificate of Registration' of Business from the NSW Office of Fair Trading (unless you are self employed and do not trade under a business name).
  • Provide your ABN along with a certified copy of the 'Certificate of Australian Business Number' from the Australian Taxation Office.
  • Corporations only - Provide a certified copy of the 'Certificate of Registration of a Corporation' from the Australian Securities and Investment Commission (ASIC).
  • Provide full particulars of close associates.
  • Post your application to the Security Licensing & Enforcement Directorate, Locked Bag 5099, Parramatta, NSW, 2124. All applications must be sent by mail. The SLED does not have facility for personal lodgement and facsimile copies are not accepted.
  • Licensees must advise the Security Licensing & Enforcement Directorate of any changes of address within 14 days of moving. This ensures that all documentation is sent to the correct address. Incorrect address details may lead to delays in renewing the licence.

NOTE: It is the responsibility of current licence holders to be aware of the expiry of their current licence and to ensure that an application is submitted before that date.
