Security Industry Act and Regulation Changes commencing 1 September 2007

Training Requirements for Provisional and Class 1 Licences

Significant changes to the legislation regulating the security industry commenced on 1 September 2007. These changes, arising from the amended Security Industry Act 1997 and the new Security Industry Regulation 2007, affect all current licence holders and new entrants to the security industry.

An Information Package containing relevant documents from the list below was sent to all current Master, Class 1 and Class 2 licence holders in August 2007.

IMPORTANT REMINDER TO HOLDERS OF SECURITY LICENCES.

The Security Industry Registry's Fact Sheet 3 "Transitional Requirements for Current Class 1 and Class 2 Licensees", which was issued to all licensees in August 2007, outlined the requirement for Class 1 licensees to upgrade their training.

As indicated in Fact Sheet 3, each Class 1 licensee has a single deadline in which to satisfy the training upgrade requirements for all of the subclasses they elected to take-up and or retain. As examples:

Class 1ACF licence holders now have until 1 August 2008 to upgrade their training.

Class 1AC licence holders now have until 1 November 2008.

Class 1A licence holders will have until 1 September 2009.

These requirements do not affect Class 2 licensees, unless they also hold Class 1 subclasses.

Any Class 1 licensee that does not supply the SIR with certificates or statements from approved Registered Training Organisations evidencing that they have been assessed as having all of the relevant required competencies by their relevant single deadline, will have their licence revoked by the SIR.

There is no provision for the SIR to revoke only particular subclasses while allowing a licensee to retain subclasses for which they have satisfied the associated training upgrade requirements or for which there are no new requirements (i.e. Class 2 subclasses). Any licensee that only partially satisfies their upgraded training requirements will need to either take action in advance of their training deadline to surrender the subclass/es for which they have not attained the required competencies, or apply for a new licence (post-revocation) with the subclasses for which they have satisfied training requirements.
