Obtaining Commissioner's Approval To Conduct Training
Abbreviations:
"DET" means NSW Department of Education and Training
"EOI" means Expression of Interest
"RTO" means Registered Training Organisation
"SIR" means Security Industry Registry
"VETAB" means NSW Vocational Education & Training Accreditation Board
Question 1
Our organisation is an RTO and we would like to deliver approved security training in NSW but we understand that the SIR is not accepting any new Expressions of Interest. What is the current situation in relation to obtaining the Commissioner's Approval?
Answer to Question 1
In order to conduct training for the purposes of security licensing in NSW for the following accredited course:
· Certificate I in Security Operations (Pre-Licence) 91190 NSW;
and qualifications:
· Certificate II in Security Operations PRS20103; and
· Certificate III in Security Operations PRS30103.

Master licensees that are RTOs are invited to lodge their EOI together with a compliance package that needs to address their due diligence processes and aspects of their corporate governance relating to their training/assessment activities.

Question 2
We are a small training company which offers specialist assessing services but as we are expanding our business activities we plan to offer approved security training within the next six months. We have no prior experience in the security industry, could you please advise us of the requirements that we need to meet before we can submit our EOI.

We will send you an EOI information package upon receipt of your details.
In order to meet eligibility lodgement requirements you will need to hold a Master licence and be an RTO. For details relating to security licensing please go to

If it is your intention to submit an application to VETAB in order to place the above course and qualifications (please see Answer to Question No. 1) on your scope please send an email to compsir@police.nsw.gov.au addressed to the Registrar. Upon receipt of your email we will consider your request to purchase the relevant training materials from DET which should assist you with your scope application.
Question 3
What are the eligibility lodgement requirements?
Answer to Question 3
In accordance with the security industry legislation introduced on 1 September 2007, the SIR will only accept an Application from any of the following entities:
· Individuals;
· Corporations, which includes both Australian private and public companies, as well as other incorporated entities, eg. the local branch of an overseas company which is not incorporated in Australia (source:www.ato.gov.au). The local entity will, however, need to hold a NSW Master licence (please see Master licence requirements section) before their application will be considered;
· Government agencies (including public authorities).
Submissions received from other entities such as associations, charities, partnerships, superannuation funds and trusts will not be accepted and will be returned to the applicant.
You will also need to be an RTO.
Question 4
Once we lodge our EOI document with the SIR, (i) how long will it take to be processed and (ii) when can our RTO expect to be able to commence approved training?
Answer to Question 4
The processing time will depend upon the quality and extent of your submission. However, please allow up to 60 calendar days before you receive our Determination.
Training can commence upon activation of your Approval, if granted.
