CAPI Qualification Requirements by Applicant Category
New entrants into the CAPI Industry from 1 May 2006
Those applicants who have not previously held an operator licence under the CAPI Act 2004. This includes applicants who previously held a licence under the CAPI Act 1963 and the licence expired before the 1st May 2006.
Training Requirements
Nil.
Licence Entitlement
Probationary (restricted) – must work under the supervision of a Master licence holder or the holder of a full (unrestricted) operator licence.You can renew your probationary licence repeatedly. There is no restriction on the period of time spent at this level.

Training Requirements
The completion of the relevant units in the (refer to "Operator Licence Qualifications" page):
- Certificate III in Financial Services (Mercantile Agents) Course No. FNS30404 for a Commercial Agent Operator licence
or
- Certificate III in Investigative Services Course No.PRS30303 or Course No. CPP30607 for a Private Inquiry Agent Operator licence.
Licence Entitlement
Full (unrestricted) operator licence in existing licensable categories.
Agents/Sub-Agent licences under the CAPI Act 1963, expired as at 1 May 2006 and renewing for the first time under the CAPI Act 2004.

Master licences
Training Requirements
Master licence debt collecting activity, only where a Trust Account is held
It is a condition that the licensee provides evidence of an employee responsible for the Trust Account, having successfully completed module FNSCONV503A Establish, manage and administer trust accounts, within 12 months of issue of the licence, or no later than the first Audit period subsequently occurring.
Master licence in any other CAPI activity
There are no qualification requirements.
Licence Entitlement
Full master licence in requested licensable categories.
