Firearms Permits

What is a firearms permit and how is it different from a licence?

Permits are issued where a legitimate reason exists, but the reason or firearm falls outside the requirements of the licensing scheme.

Here are two examples:

  1. A licence can only be issued to a person who is 18 years of age or over. Therefore, if a person under 18 years of age wishes to possess and use a firearm, they cannot be issued with a licence, but they can be issued with a Minor's Permit.
  2. A NSW firearms licence can only be issued to a person who is a resident of NSW, or about to become a resident of NSW. When an overseas visitor wishes to participate in a shooting competition in NSW, they must obtain an Overseas Competitor Permit in order to lawfully possess and use a firearm in NSW.

The Firearms Act 1996 provides for specific types of permits such as Minor's, Tranquillisers, Overseas Competitors, High Calibre Pistols, Paintball Gun, RSL Display, Museum, Theatrical Armourer etc. Additionally, a permit authorising the possession and use of firearms can also be issued in such circumstances as the Commissioner considers appropriate.

How do I apply for a Firearms Permit?


Check if the item you wish to possess and use is a firearm.

The permits on this page are firearms permits only. If you wish to possess and use a prohibited weapon, please see the 'Prohibited Weapons Permit' page.

Application forms for permits are available on this website or by phoning the Firearms Registry on 1300-362-562 (within NSW) or 02 6670-8590 (interstate residents) or emailing permits@police.nsw.gov.au. Once completed, the form and any supporting documentation must be returned to the Firearms Registry. The FACT Sheets for each of the permits will tell you what you need to send in with your application as supporting documentation.

Most firearms permits use the P634 'Application for a Firearms Permit' form. There are specific application forms for a Minors Permit, High Calibre Pistol Permit and Overseas Competitors and these are available as a link on each of those permits.

If there are persons, other than the permit holder, to be authorised on the permit, each of those persons must complete a P635 'Application for a Person to be Authorised on a Firearms Permit' form (except for Arms Fair Conduct and Participant Permits). Both forms and supporting documentation must be returned to the Firearms Registry.

Ammunition Collection Permit


This permit is for persons wishing to collect ammunition.

This permit authorises the permit holder to buy or possess ammunition for the purposes of an ammunition collection. This permit does not authorise trade or commercial activities in relation to ammunition. Clause 69 - Firearms Regulation 2006.

Ammunition Purchase & Sell Permit


This permit is for unlicensed persons wishing to purchase, possess and sell ammunition, NOT FIREARMS. The permit will authorise the permit holder to possess, purchase and sell ammunition ONLY, without the need for the Applicant to obtain a firearms licence. Section 28(h) - Firearms Act 1996

Arms Fair Permit


This permit is for licensed firearms dealers or licensed club officials who wish to conduct an event, open to the public, involving the temporary display of firearms for sale or exhibition. Clause 65 - Firearms Regulation 2006

Arms Fair Participant Permit Purchase & Sell Ammunition permit holders


This permit is for the holder of a Purchase & Sell Ammunition permit who wishes to participate in an Arms Fair conducted in NSW. Section 28(h) - Firearms Act 1996 & Clause 65 - Firearms Regulation 2006

The application for an Arms Fair Participant Permit must be made no later than 21 days prior to the commencement of the Arms Fair. This permit will be valid from one day before the Arms Fair to one day after to allow for set up and pull down before and after the event respectively.

Permit For Certain Cannon


This permit is for persons, who are members of historical societies or clubs whose purpose includes the preservation and demonstration of historical weapons, wishing to use muzzle loading black powder cannons in historical re-enactments and displays. Clause 62 - Firearms Regulation 2006

Film/Television/Theatrical Production Permit


This permit authorises the use of firearms, which have been modified to allow only blank cartridges, for the purposes of a Film, Television or Theatrical Production. This permit is issued to a person, on behalf of a film, television or theatrical production, to supervise the possession and use of firearms hired from a theatrical armourer in connection with the production concerned. Firearms Instructor Permit - Individual


This permit is for persons wishing to become a firearms instructor and authorises the permit holder to possess firearms to instruct and accredit Security Guards and employees of government agencies in the use of firearms. Section 28(g) - Firearms Act 1996 & Clause 122 - Firearms Regulation 2006.

Please Note: this permit will only authorise the permit holder to use firearms belonging to your employer and only relates to instruction in NSW.

Firearms Museum Permit


This permit is for public museums who wish to maintain firearms as a part of the exhibits on display. The firearms must have a genuine commemorative, historical, thematic or financial value. Clause 51 - Firearms Regulation 2006

Heirloom Permit


This permit is for persons who inherit a firearm (or matched pair of firearms) and who wish to retain possession (not use) of the firearms as an heirloom. Clause 50 - Firearms Regulation 2006.

High Calibre Pistol Permit


This permit is for those persons wishing to participate in specialised shooting activities (i.e. Metallic Silhouette and single action events). Clause 70 - Firearms Regulation 2006

You must hold a current Category H Firearms Licence for the genuine reason of Sport/Target Shooting to apply for this permit. This permit relates to pistols with a calibre of more than .38 inch, but not more than .45 inch.

Historical Re-enactment Organiser's Permit


This permit is for historical re-enactment organisations wishing to conduct a historical re-enactment event involving the possession and use of firearms by participants. Clause 61 - Firearms Regulation 2006

Laser Games

 

This permit is for persons wishing to conduct activities involving the possession and use of laser or infra-red firearms.

 

Minors Permit


This permit is for persons aged between 12 and 18 years who wish to receive instruction in the safe use of firearms or compete in events. Section 32 - Firearms Act 1996 & Clause 45 and Clause 46 - Firearms Regulation 2006.

Overseas Competitor Permit


This permit is for persons who are NOT residents of Australia who are visiting or intend to visit NSW for the purpose of competing in an organised shooting competition involving the use of firearms. Clause 54 - Firearms Regulation 2006.

Off Duty Possession Of Pistol


This permit will authorise a security guard, to retain possession of a pistol registered to their current employer, whilst off duty. The applicant must be the holder of a current category H firearms licence for the genuine reason of Business Employment - security guard. Clause 79 and Clause 80 - Firearms Regulation 2006.

Off Duty Possession of Longarm


This permit is for employees of government agencies to retain possession of firearms, registered to their current employer, between periods of duty. Clause 26 - Firearms Regulation 2006.

This permit is for approved clubs or approved shooting ranges to conduct an open day at an approved shooting range - Clause 66 - Firearms Regulation 2006.

Overseas Visitors Safari Tour/Hunting Permit


This permit is for persons who are NOT residents of Australia and who are visiting, or intend to visit NSW, to participate in a specified organised safari tour conducted by the holder of a safari tour permit or hunting activities organized by an approved hunting club. Clause 60 - Firearms Regulation 2006

Paintball Game Permit


This permit is for persons wishing to operate/establish a paintball game/field business and possess paintball guns for that purpose. Clause 57 - Firearms Regulation 2006.

Paintball Gun Permit


This permit is for persons wishing to purchase/possess their own paintball gun for use in paintball activities upon an approved paintball field. Clause 58 - Firearms Regulation 2006.

Powerhead Permit


This permit is for persons wishing to use a powerhead for the purposes of underwater spear fishing and who are approved to take fish with the use of a firearm under the Fisheries Management (General) Regulation 2002. Clause 63 - Firearms Regulation 2006

Pistol Permit


This permit is for persons who are engaged in primary production and can demonstrate, through medical evidence, that they are unable to use a rifle or shotgun in the course of these activities due to a medical condition or disability. Section 28(g) of the Firearms Act 1996.

Purchase A Non-Prohibited Firearm On Leaving Australia


This permit is for persons leaving Australia within the next 7 days wishing to purchase a firearm prior to departure. Clause 49 - Firearms Regulation 2006

Retriever Trial Permit


This permit is for persons, on behalf of a club affiliated with the Australian National Kennel Council, to conduct organised activities involving the possession and use of a firearm for the purposes of retrieving trials for dogs. Section 28(g) - Firearms Act 1996.

RSL Display Permit


This permit is for Returned and Services League of Australia (RSL) New South Wales Branch (NSW) and it's affiliated clubs and associations, including members of the RSL & Services Clubs Association Ltd, to possess and display firearms within premises defined in the permit Such premises may include RSL clubs or other premises. Clause 68 - Firearms Regulation 2006.

Safari Tour Permit - Individual/Business

 

This permit is for persons wishing to operate a safari tour business within NSW on land approved by the owner, for such activities. Clause 59 - Firearms Regulation 2006.

Scientific Purposes Permit


This permit is for persons/organisations wishing to undertake scientific research that necessitates the possession and use of a firearm. Applicants for such a permit will need to establish the basis of the research, in particular the need for firearms, which must be endorsed by the relevant scientific research body, University etc. Clause 67 - Firearms Regulation 2006

This permit is for persons who are wishing to participate in research which involves firearms, and conducted in accordance with a scientific purposes permit. Clause 67 - Firearms Regulation 2006

Security Firm Employee Permit

 

This permit is for persons who are an employee of a security firm to possess firearms and ammunition (for those firearms) for the purpose of signing firearms in and out to armed security guards. Section 28(g) - Firearms Act 1996.

Starting Pistol Permit - Individual/Business


This permit is for those persons who require a starting pistol for sporting or other approved events. Clause 64 - Firearms Regulation 2006.

Tranquilliser Firearm Permit - Individual/Business


This permit is for persons who require the possession and use of a tranquiliser firearm as a necessary part of their occupation. Clause 56 - Firearms Regulation 2006.

Commissioner's Permit - Other


The Commissioner may issue a permit authorising the possession and use of firearms in such circumstances as the Commissioner thinks fit. This permit applies to all other circumstances where a firearm is necessary and neither the abovementioned permits, nor a licence, is appropriate or relevant. Section 28(g) - Firearms Act 1996

If you are applying for a Commissioner Permit to possess and use firearms in circumstances other than those listed you will need to complete a P634 - Application for a Firearms Permit form and choosing "Other" in section E of the form.

In addition you will be required to provide information to support your legitimate reason for obtaining such a permit.
