Summary of Commander's Presentation

A/Supt Cassar advised the members that Superintendent Fuller will be returning to Eastern Suburbs Local Area Command on 15th June 2008.  Superintendent Fuller has been on a 6 month secondment at the Deputy Commissioners Office for 6 months.

Mr Falstein raised an issue from the last minutes regarding noise complaints in the area and stated we had the highest rate of noise pollution in the state.

Noise complaints and procedures were discussed at length by A/Supt Cassar.

Outstanding actions from previous minutes have been followed-up, no further action required.

Summary of Commander’s Presentation
  • A/Supt Cassar advised members of the PACT that Kevin Rothschild has moved on and David Rothman will now be representing the Jewish Board of Deputies.
  • Eastern Suburbs Command is currently travelling very well in all areas of crime, continues to trend down. Due to the colder months approaching should continue to drop which has done previously.
  • Eastern Suburbs Command received 1 female probationary constable out of the last class that attested out of Goulburn on 9th May 2008.
  • There are a small number of vacancies at the Command in which we continue to recruit.
  • A/Supt Cassar will be moving on from Eastern Suburbs LAC to set up a new unit called the Alcohol and Licensing Enforcement Command for 12 months.
  • Executive Funding Operations – 4 operations had last month, which focused on Drugs in Licensed Premises.
  • Alcohol related crime continues to be the main focus of the Command.
  • Crime Prevention Officer (CPO) Senior Constable Jackson will be part of the next PACT meeting, Senior Constable Jackson will continue to be a member.  Christine will answer any questions you may have on crime in the area.

Detective Inspector Jason Smith – Crime Manager, Operations

  • Crime in the area continues to trend down in all areas and we have one of the lowest crime figures in the region and state with March being the lowest month. 
  • Tasking and Deployment meetings are held each month where all crime areas are analysed, working closely with the Intelligence Unit.
  • Break and Enters have proved to be an issue over recent weeks – a few suspects are being looked at.
  • Major changes to Licensing Laws come into affect on 1st July 2008.

Inspector Mal Smith – Duty Officer, Customer Service

  • Situation Reports for March – May have been reviewed” -

March

  • Arrest of a 48 year old male for aggravated break and enter and serious assault in Warners Avenue Bondi Beach.
  • Arrest of a 30 year old male involved in siege at Gould St, Bondi Beach, male armed with knife.

April

  • Strike force Foveaux – Arrest of Irish National 26 year old male supplying ecstasy after execution of search warrant.
  • Strike force Foveaux – Arrest of 27 year old Bondi Male for supply indictable quantity of ecstasy after execution of search warrant.
  • Operation bandit – Arrest of 17 year old Bondi Junction male for aggravated Robbery.

May

  • Arrest of 30 year old male for attempt Break and Enter offences and warrants after short foot pur suit with local officers.
  • Thirty customer services audits conducted over March and April.  Victims of crime contacted and feedback sought.  All positive feedback received, no issues with victim follow up.
  • Due to the customer service audits being conducted there has been a decrease in customer service complaints with currently none on hand.

General Business

  • Dominic Wykanak advised there was a motion coming to Council from Kerryn Sloan centred around the T-Garden and perhaps The Eastern Hotel.  Unsure of motion at present, it will be out in a few days. 

A/Supt Cassar

  • Re-enforced to the members if there are any issues with regards to the Police that they must go through the appropriate chain of Command.  Please speak to the Commander, Duty Officer or Supervisor or write a letter to the Commander.  Issues must be raised in the correct forum.


Community Concerns & Feedback - Issues Raised Decisions Taken / LAC Response

Dominic Wykanak - Council cleaning top end of Oxford Street Mall – Council workers are sometimes confronted in the early hours of the morning approximately 4am-5am by patrons leaving licensed premises.  This is affecting the work regime of the workers.

A/Supt Cassar advised Mr Wykanak to keep record of all incidents and any activities that occur that reflect disorderly behaviour.  Police are to be notified so the issues can be raised with Licensees.

Dominic Wykanak - Fire Escapes to buildings and units are being urinated in.  What are the options, sensor lights or CCTV.

Sensor lights would be the best option, CCTV is very expensive.  Incidents need to be reported.

Tony Falstein – How safe are the new Police trucks?

These police trucks can respond to urgent duties, the trucks are safe and meet the legal requirements.
