Summary of Commander's Presentation

Introduction of Mr Cassar, Senior Constable Nathan Brooks, Sergeant Justin Marks new members of the PACT.

A/Supt Cassar is relieving Superintendent Fuller at Eastern Suburbs Local Area Command due to Mr Fuller relieving as Operations Manager in the Deputy Commissioners office for 6 months.

Acceptance of previous minutes: Mr Paul Pearce and seconded by Kevin Rothschild.

No outstanding actions from previous minutes.

Summary of Commander’s Presentation
  • Graffiti trends remain an issue which was discussed at last PACT meeting.  This is a state-wide issue and continues to be an on-going issue.  The process was explained regarding young offenders being issued with a Field Court Attendance Notice who commit graffiti crime. 
  • There are currently 3 vacant Constable positions in the Command.
  • New Team Leaders to the Command – Sgt Wotherspoon, Sgt Funk, Detective Sgt Marks (over-strength) and Detective Sgt Glynn.
  • 6 new Probationers to the Command in December out of the last class.  New class set for approximately 2 months time.
  • Staffing is travelling well at present.
  • We have had a number of significant Operations since December 2007.  Christmas day, 30 police involved in operation at Bondi Beach, a successful day, friendly crowd.  Main contributor was the fact that it was an alcohol free zone. 
  • Operation YARRAN (NYE) - Involves all 3 Region, being Central Metropolitan Region, South West Metropolitan and North West Metropolitan.  The Bondi Precinct was one of the main focuses with 58 police deployed.  WE had the support of Public Order Response Squad and other Regional Support Units.  A number of arrests made primarily for Assault and Malicious Damage.  Debrief had in relation to what worked and what didn’t work, recommendations made and if adopted should have  positive impact on alcohol related crime on this night.
  • Bronte Beach / Park Christmas Day – Police deployed to managed public order and to enforce alcohol related crime.  No offences detected.  Adverse public reaction (the Beast article).
  • Operation Summer Safe – November 2007 operating in the summer months up until 4th March 2008. This has had a positive impact on crime in the beach area and licensed premises in Bondi.
  • Audits – There have been 3 audits in the past year. Independent Audit, Region Audit and Operational Crime Review.  No high risk areas identified Stability of the Command has improved with a substantive Commander in July 2007 and 4 Inspectors being appointed.

Senior Constable Nathan Brooks - Licensing

  • Presentation depicting graphs on alcohol related crimes.
  • SC Brooks discussed at length the involvement Licensing and the Police have with Licensed Premises and the Liquor Accord.  The Alcohol Linking Project is a tool designed for Police to track movements of hotels and alcohol related crime.
  • 5 major hotels that are a risk in the Command those being The Tea Gardens, The Eastern Hotel, The Grand, the Beach Road and the Bondi Hotel.  Majority of Licensees are working well with the Licensing Dept and Police with regards to assaults (alcohol related).
  • There has been a significant decrease in 4 of the major hotels.
  • 70% of assaults are not linked to licensed premises.
  • There was a decrease in alcohol related assaults in 2007 from 2006 in hotels or in the immediate area i.e. out the front of the hotel.
  • High Visibility Policing and Covert Surveillance in licensed premises is a strategy being used.
  • Plastic cups also being discussed and implemented in pubs/clubs where glassing incidents occur.
  • Residential complaints, noise complaints are forwarded to Licensing where a meeting will then be arranged with the Licensing Dept and the Licensee of the Hotel.

Detective Inspector Jason Smith – Crime Manager, Operations

  • Crime trending down in all areas.
  • Slight spike in Sept-Nov 2007 in Break and Enters.  There was a number of key arrests, one offender was linked to several Break and Enters.
  • Offenders are coming into the Eastern Suburbs Command committing these B&E’s.
  • B&E – not just resident, some offences are targeted but mostly opportunist. 
  • Pro-Active Crime Team consists of 5 Plain Clothed Officers.  Focus on drug and property offences.  Aim to increase this department to 8 or 9 at a later stage to keep crime down.
  • Operation Summersafe – Bikes are additional this year and working well.
  • Operation MEGA VIKINGS starts on Thursday 14th February.  Police in the area will concentrate on bail compliance, outstanding warrants, etc.
  • Challenge for 2008 is to look at drug crime in the area.

Inspector Mal Smith – Duty Officer, Customer Service

  • 8 significant events have occurred in the past few months.
  • Eastern Suburbs and Eastern Beaches are combining the Region Award Ceremony in May 2008 being held at East Leagues Club.  Police and civilians will receive will be presented with either a Command or Region Citations award.
  • Email address for members of the community to address any concerns was implemented last year.  This could relate to police performance, any concerns you may have within the community, etc please email the Commander at easternsuburbs@police.nsw.gov.au
  • Victims of crime are contacted by Insp Smith auditing the officers and obtaining feedback regarding police performance and follow up.


Community Concerns & Feedback - Issues Raised Decisions Taken / LAC Response
  • Tony Falstein raised concern in relation to noise and illegal backpackers and methods of dealing with them.

 

 

  • A/Supt Cassar advised that 309 Noise Abatements were issued over a 12 month period, 1 related to illegal backpackers in January 2008.
  • Offender has 28 days to comply with direction.
  • Repeat offenders will be focused on with police patrols.
  • Tony Falstein mentioned not enough manpower at night when these incidents occur.
  • There is enough police to attend such incidents with the following on each night.
  • 2 car crews
  • Pro-Active Crime Team
  • Detectives Car
  • Mr Peter Debnam M.P. is happy with police presence in the streets and the interaction they have with the public.
  • Duty Officers to continue driving this.
  • Alcohol linking related crime was well received.

 

  • Det. Insp. Jason Smith to follow-up on glassing incident for Russell King regarding backpackers in Old South Head Road.
  • This was mentioned to Det. Insp Smith prior to the meeting.
  • Det. Insp. Jason Smith to follow-up in incident that occurred in Gould Street and Hall Street which resulted in a riot, police attended 30 minutes later.
  • To be discussed at next meeting.
